Born in Villagrande Strisaili (Nuoro) on 21 April, 1965.
Graduate of the University of Cagliari in 1990, admitted to the Bar in 1995, admitted to the highest courts in 2007.
Andrea focuses on civil and administrative law, with particular attention to urban planning law, expropriation, public tenders, environment, state-aid,local governments, state property (with particular attention to the so-called”usi civici“) and some sectors of public employment.
He has been a lecturer on public tenders and public services in training programs for public employees.
